This paper presents the results of a study conducted by the Information Technology Support Center (ITSC) to determine the value and opportunity for state unemployment insurance (UI) agencies to use business rule development software effectively to accelerate their UI modernization programs and to take advantage of such technology to make UI modernization more effective and more likely to succeed. The paper details the results of an investigation of software vendors offering such software and how well the software has performed in UI modernization arenas.
